A plug adapter only changes the shape of the pins so your charger physically fits the wall socket — it does not change the electricity. A voltage converter actually changes the voltage, which matters when your device is not rated for the destination's supply.
Most phone, laptop and camera chargers are dual-voltage (look for "100–240V" printed on the brick) and need only a plug adapter anywhere in the world. Single-voltage appliances such as some hair dryers, straighteners and electric shavers can be damaged or become a fire risk if plugged into a higher voltage — those need a converter, not just an adapter.
